Making star bursts like this work best when you are working on a square canvas.

Using the rectangular marquee tool select a strip then hold the sift key and repeat. The selected strips should be evenly spaced apart something like the picture on the left.

Make an odd number of selections so that if the first stip is a selection the last is not. This is better illistrated in the next picture, where the first and last strips are different colors

Now fill your selection with a color.
